How the Ranch is Governed

Ruby Ranch is governed by two elected Boards, the Ruby Ranch Owners Association Board (RROA) and the Willowbrook Metropolitan District Board (WBMD).

The RROA Board is responsible for enforcing the Ruby Ranch Covenants including architectural guidelines. Board members are elected at Annual Meetings by Ruby Ranch owners with 2 votes assigned to each lot. The RROA Board appoints members of the Ruby Ranch ArchitecturalReview Committee (ARC) which must approve all new home plans, renovations which impact the exterior appearance of a home, exterior signage, and driveway and landscaping improvements, including removal of living trees. Construction deposits are required by the RROA and WBMD for new and major construction projects and are refundable upon successful completion. New builds also incur tap, water meter and signage fees.

The WBMD Board is responsible for the maintenance and management of the Ranch’s infrastructure including its water system, roads, barn, gates, gatehouse, security and meadows.The WBMD employs the Ranch's Manager as well as a service provider, CRS, which supports Ranch administration. The WBMD is a statutory governmental organization under the Colorado Special Districts law and has property taxing authority. Per statute, only registered Colorado voters who own land or live on Ruby Ranch can vote to elect WBMD Board members or on WBMD ballot issues. WBMD property taxes are collected by and paid to the Summit County government which bills owners each year for both the WBMD and County property taxes. Owners’ water usage and trash fees are billed and collected separately by the WBMD.

Althoughthe RROA may collect homeowner fees it has only done so in rare situations since it is more efficient for the Ranch to be funded via taxes collected by the WBMD.

Short term rentals on the Ranch are regulated and licensed by Summit County (see www.summitcountyco.gov/services/community_development/short_term_rentals/index.php )and must also meet Ruby Ranch guidelines.

The Ranch maintains several email listservs to which owners may subscribe to receive communications from the two governing Boards as well as from other owners.”
